Chief Blair Barfuss, CEO

Chief Blair Barfuss serves as Chief Executive Officer of PSC Public Safety Consulting LLC and brings more than two decades of progressive leadership experience across federal, state, municipal, and higher education public safety organizations. He is widely regarded as a national expert in higher education public safety practices, organizational management, and accreditation-based policing.

Chief Barfuss currently serves as Chief of Police for one of the largest multi-campus higher education law enforcement agencies in the nation. In this role, he advises executive leadership on public safety strategy, risk management, compliance, and district-wide operations while leading comprehensive law enforcement and public safety services across diverse campus environments.

His prior leadership roles include Chief of Police at Utah State University, Utah Tech University/Dixie State University, and Riverton City, Utah. Across these agencies, Chief Barfuss has successfully led accreditation efforts, built high-trust community relationships, modernized policies and procedures, and implemented data-driven operational models aligned with national best practices.

Chief Barfuss is a graduate of the FBI National Academy (Session 265) and holds a Master of Science in Human Resources with an emphasis in Organizational Management. He has served as a federally deputized FBI Task Force Officer, investigating complex federal crimes, and brings a deep understanding of interagency coordination, compliance, and risk-based decision-making.

Throughout his career, Chief Barfuss has been recognized with numerous state and national awards for leadership, innovation, community engagement, and excellence in public safety. His approach blends strategic vision with practical execution—helping organizations build public safety programs that are professional, accountable, and mission-focused.
